The new system of public schools funding in the Czech Republic

In 2020, the new public funding system for schools is fully implemented.  In simple terms, public schools now receive most financial means based on the teachers’ salaries and lessons taught, instead of the number of pupils.  

The new criteria of financing is applicable to the nursery, basic, upper secondary levels as well as to conservatoires and it aims at applying a fairer approach by considering the differences both in the dimensions and in the structures of schools in the various regions of the country.  Furthermore, it became the responsibility of the Ministry of Education, Youth and Sports to allocate and distribute the financial resources to each school, limiting the intervention of the Regional Authorities when compared to the previous system.

The methodology applied for the calculation of funds is also altered:  The main part, intended for educational work (salaries), is defined according to the number of teachers per school. It is composed by the value of salaries and the amount of other benefits’ components, which permits a more effective assessment of the real needs of the schools, as opposed to overhead funds based on a formula of funding per pupil.

This (new) current system is accompanied by an increase in the total amount of resources for public education sector from the state budget. The budget of current expenses for schools for 2020 – including school facilities – represents an increase of 12,5 % in comparison to 2019.
