In June 2021, Portugal’s Ministry of Education launched the 21|23 Escola+ Plan, which aims to support learning recovery and ensure that ‘no student is left behind’. This initiative offers a set of effective educational policy measures and differentiated educational strategies designed to promote school success and combat inequalities through education.

Pupils with a delay in language development or with an insufficient knowledge of the teaching language, often lag behind in several subjects.  This unfair start contributes to inequality in children’s education. Therefore, knowledge of Dutch has become an important criterion at the start of primary education and, as of this school year (2021 - 2021), all children in the third year of pre-primary education will take a language test - the so-called "Koalatest".

On the proposal of the Minister of Higher Education, the Government of the Belgian French Community, approved, on first reading, the draft reform of the landscape decree.

This reform aims at limiting the duration of studies while linking the possibility for students to carry over credits not passed from year to year, along with making the financial rules more readable. In order to move on to the next year, first-year baccalaureate students will now have to pass 60 credits.

On 6 December 2021, the Ministry of Education announced the approval of the Educational Guidelines (Linee pedagogiche) for the integrated system from 0 to 6 years of age. 

The text of the guidelines has undergone a consultation phase with stakeholders, ended with the approval of the final document that represents the framework of the whole ECEC system. The Guidelines do not replace the existing National Guidelines that apply in pre-primary schools, neither the future guidelines for the ECEC 0-3.

As of September 2021, all basic schools in Slovenia with high numbers of Roma pupils can take on Roma assistants to facilitate their integration in education. These assistants join the existing school education staff.  There is a difference between the two education job profiles: comparatively, there are lower requirements for applying for Roma assistants in terms of educational qualification, but they have to be proficient in Roma language.

In September 2021 the Minister of Science and Education, Radovan Fuchs and the World Bank Country Manager for Croatia, Jehan Arulpragasam, signed an advisory agreement under which the World Bank will provide technical assistance to support the Government of Croatia in enhancing the effectiveness of, and improving institutional capacity for, implementation of research and innovation policies in Croatia.

The decree in the field of Education 2021 (Dekret über Maßnahmen im Unterrichtswesen 2021) introduced a measure that did not exist in this form in Belgium: Since the school year 2021/2022, teachers in the German-speaking Community of Belgium can receive a permanent employment contract from the beginning of their service, provided that they have the required title, meet major language criteria and are appointed for the whole school year.
