In Latvia, publicly regulated provision that is delivered in a provider's home relates to early childhood care only. It is called bērnu uzraudzības pakalpojums – child minding/childcare or a babysitting service.
Childcare providers are bound not by the General Education Law, but by the Law on the Protection of the Children's Rights and the Cabinet of Ministers' regulations Requirements for Providers of Child Supervision Services and Procedures for Registration of Providers of Child Supervision Services, which stipulates that the childcare provider:
'organizes safe, meaningful and useful time for the child, promoting his/her comprehensive development'.
Childcare providers do not implement a pre-school educational programme.
