Responsible bodies

On quality assurance of formal education programmes please refer to respective articles on quality assurance in school education and quality assurance in higher education. Secondary and higher education programmes are provided for adult learners and students as well. 

According to the Education Law, among responsibilities of local governments is issuing licences for implementation of adult education programmes. 

The Education Law specifies that:

Educational institutions, as well as units of the National Armed Forces the tasks of which include implementation of adult education programmes are entitled to implement non-formal adult education programmes without obtaining a licence, but other legal and natural persons which are not registered in the Register of Educational Institutions - after receipt of a licence from a local government.

Educational institutions are entitled to implement non-formal adult education programmes without obtaining a licence, but other legal persons and natural persons which are not registered in the Educational Institution Register – after receipt of a licence from the local government. Educational institutions are entitled to implement also interest-related educational programmes without the receipt of a licence. After the receipt of a relevant licence from the local government, other legal persons and natural persons not registered in the Educational Institution Register are also entitled to implement interest-related educational programmes.

Approaches and methods for quality assurance

During the licensing process local government evaluates the aims/objectives of the programme, duration, content and results of the programme and implementation plan, as well as professional portfolios/CVs of teachers. The local government has the rights not to issue a licence if teachers are not competent to provide the programme, or if the proposed programme does not meet the criteria of interest-related and adult education programme. Therefore the licensing process contains the elements of quality assurance.

Quality management systems of many adult education programme providers meet the standards of the International Organization for Standardization (ISO). Some others are regularly evaluated by their international partners or umbrella organizations.
