Definition of the target groups
At present two target groups are identified among general education pupils in mainstream provision schools. A model programme for pamatizglītība (integrated primary and lower secondary education) states that additional individual work lessons (outside the general teaching load) with
- talented children
- pupils with learning difficulties can be included in education programme of a school.
Several the EU funded projects provide support for immigrant children from the third-countries, however, in Latvia number of these children is small.
Specific support measures
Schools are encouraged to provide individual work (tutoring) with talented children and pupils with learning difficulties. Teachers are also encouraged to implement differentiated teaching methods by planning learning outcomes for each pupil individually. Variety of teaching methods was implemented successfully by the schools participating in the ESF project Science and Mathematics.
Regarding immigrant children, the regulations on the Procedures for the Provision of a Minor Asylum Seeker with Opportunities for Acquiring Education, adopted by the Cabinet of Ministers, prescribe that integrated primary and lower-secondary education pamatizglītība (ISCED 1 and 2) and upper-secondary vidējā izglītība (ISCED 3) education has to be provided for these children. If possible, also mother tongue teaching has to be provided during basic education stage. Besides, historical situation in Latvia and traditional presence of different nationalities on its territory have already created circumstances conducive to state-supported ethnic minority schooling.
