9.8Conditions of service for teachers and trainers working in adult education and training

The heterogeneous provider structure does not enable general statements to be made about the conditions of service for CET trainers.

  • For teachers in continuing education and training at schools (e.g. at industrial master colleges, building craftsperson schools) the same rules apply as for teachers at secondary level (cf. 9.2)
  • For teachers in continuing education and training at higher education establishments (e.g. as part of higher education courses) the same rules apply as for the scientific and artistic staff as part of Bologna study programmes (cf. 9.5)

For teachers in non-school-based or non-higher education-based CET, i.e. in non-profit or commercial adult education establishments that are in an employment relationship, a collective agreement has applied since 2010. The most important points are:

  • The weekly working time is 38 hours, part-time arrangements are possible.
  • The starting salary (as of 2017) is, depending on the area of employment, between EUR 1,650.12 and EUR 3,498.72. The salary is increased after yearly intervals of different length. The maximum salary entitlement (after 20 years) is, depending on the area of employment, between EUR 2,112.87 and EUR 5,171.32.
  • A sabbatical of six months is possible by saving up a block of free time.
  • According to the collective agreement, employees at these educational establishments are entitled to educational leave after twelve months of employment, and this leave has to be connected with professional and/or personal development in relation to their occupation.
  • The collective agreement also regulates that a company agreement has to be concluded on the principles of initial and continuing education and training within the company. In particular the establishment of a regular education and training offer within the company, the types of initial, in-service and continuing education and training and also the assumption of the costs by the employer have to be agreed.

Many part-time employees in adult education and training carry out their teaching activity on a self-employed basis, however. They charge on an hourly basis, with a lot of variation in their rates.
