According to a joint recommendation of the Standing Conference of the Ministers of Education and Cultural Affairs (Kultusministerkonferenz) and the Association of German Cities (Deutscher Städtetag) of 1981, institutions of continuing education generally are to employ full-time tutors. However, the majority of teachers are employed as freelancers or part-time on a fee basis.
