12.1Special education needs provision within mainstream education

Given that education in BiH is in accordance with ratified international conventions, it can be concluded that it provided a legal basis for the availability of education to all and on the same grounds. In accordance with the adopted laws in BiH, educational institutions at all levels of education have a responsibility to create within their environment a culture that respects human rights and fundamental freedoms of all citizens as enshrined in the Constitution and other documents in the field of human rights signed by BiH.

In order to provide equal conditions regarding the quality of education in all educational institutions of the same level, relevant education authorities in BiH, in cooperation with educational institutions in BiH, have ensured in the past period equal access to all children, an approach in compliance with human rights and fundamental freedoms, i.e. equal rights and equal opportunities in education without discrimination on any grounds.

 

Definition of the Target Group (s)

Children with disabilities are educated according to their abilities. Children with severe disabilities, with previously determined type and degree of disability, are educated in separate special schools or special departments in mainstream schools attending special educational curricula.

 

Specific Support Measures

A school with a minimum of nine departments can be established for education, upbringing and rehabilitation of pupils with disabilities in physical development. School may perform activities for preschool, primary and secondary education, as well as for the same kind of disability. The school may have a protective and productive workshop. The school can arrange accommodation and meals for students and children of preschool age. Lodging and meals can be in the form of a daily or permanent stay. The competent ministry prescribes conditions for accommodation of pupils and a way of achieving educational work. A local government unit in whose territory the pupil’s parent resides shall bear the cost of services: transport, food and accommodation of pupils. In special schools, a special education teacher gives lectures, and an educator-specialist carries out upbringing of pupils.
