The Ministry of Education and Culture of the Republika Srpska adopted in February 2021 Rule book on the manner and conditions of realization of the program in preschool institutions for children with developmental disorders.

Pre-school education for most children was discontinued in mid-March 2020. Depending on the location, pre-schools were reopened between 18 May and 1 June 2020. The educational process takes place in small groups with respect to all epidemiological measures. Education authorities have identified the following main challenges in the process of reopening pre-schools: a) Lack of necessary equipment and materials for safe opening, such as personal protective equipment (PPE), disinfection materials and thermometers. b) Complex reorganization of work in accordance with epidemiological recommendations, which implies the organization of work in small groups, increased workload of teaching staff and challenges in communication with teachers and parents. Some preschools could not meet the increased demand due to capacity constraints. For example, in the Posavina Canton, preschools were forced to choose the children who would attend them first. c) Issues of children's health and well-being, including working with children who have had difficulty getting used to it again and with children who have traumatically experienced the suspension of their preschool.

Most educational authorities closed all preschools during the period of blockade and restricted movement due to coronavirus. In Republika Srpska, out of a total of 174 preschool institutions, 11 public and 13 private institutions remained open for 313 children. Although most education authorities did not organize pre-school online learning, in some administrative units (Republika Srpska, Sarajevo Canton, Herzegovina-Neretva Canton and Central Bosnia Canton) children aged 3 to 6 were able to attend online activities.
