Vocational guidance to pupils in lower and upper secondary education and training is part of the work load for one or more teachers in each school. The teachers are qualified as counsellors through local or regional in-service training courses. Lecturers come from the labour market services, local industry and business, labour market and higher education research institutes, universities and university colleges.
As part of the Knowledge Promotion Reform, the Ministry of Education and Research wishes to stimulate the development of measures to strengthen the competence of the individual school counsellor. An initiative has been taken to establish regional partnerships for educational and vocational guidance as a task of county authorities.
