Bilateral agreements

The bilateral relations in the field of education and professional development include agreements and/or collaboration programmes concluded:

• with European Union member states (Austria, Belgium, Bulgaria, Czech Republic, Cyprus, Croatia, Denmark, Finland, France, Germany, Greece, Italy, Lithuania, Luxembourg, Malta, Great Britain, Norway, the Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain)

• with non-EU countries (Afghanistan, South Africa, Albania, Algeria, Angola, Argentina, Armenia, Australia, Azerbaijan, Bangladesh, Belarus, Benin, Bolivia, Brazil, Burkina Faso, Burundi, Canada, Chile, China, Columbia,  Ivory Coast, Congo, South Korea, Costa Rica, Ecuador, Egypt, Switzerland, Ethiopia, the Philippines, Gabon, Georgia, Ghana, Guinea, Guinea – Bissau, Guyana, India, Indonesia, Jordan, Iraq, Iran, Israel, Japan, Kazakhstan,  Kuwait, Laos, Lesotho, Lebanon, Liberia, Libya, Macedonia, Madagascar, Malaysia, Morocco, Mexico, Moldova, Mongolia, Montenegro, Niger, Nigeria, Pakistan, Palestine, Panama, Paraguay, Peru, Qatar, Central African Republic, North Korea, Rwanda, Russia, San Marino, Sao Tome and Principe, Senegal, Serbia, Sierra Leone, Singapore, Syria, Somalia, Sri Lanka, USA, Sudan, Tanzania, Thailand, Togo, Turkey, Turkmenistan, Ukraine, Hungary, Uruguay, Venezuela, Vietnam, Yemen).

According to the specificity of the programme and to the interest of the two countries, the bilateral cooperation may include:

• granting scholarships based on reciprocity – for partial or complete Bachelor studies and for postgraduate studies, including PhD studies

• the exchange of specialists in education and the exchange of information and studies on the content and the organization of education in the two countries

• the exchange of teachers for various periods of time for teaching and/or research

• direct collaboration between the education units and institutions; development and support for studying the language, literature and art of the two states – by establishing specialized chairs in education institutions, the exchange of teachers, specialists, technicians, researchers and students, the exchange of textbooks and other printed materials and participation at courses organized by the two parties, etc.

• mutual recognition of the studies and the equivalence of diplomas.

Foreign citizens or Romanian citizens residing abroad may attend the education in Romania benefiting from scholarships, granted by the Romanian state or on their own expense.

The recognition and equivalence of the diplomas obtained abroad is made by a specialized service of the Ministry of National Education according to the provisions of the international conventions that Romania is part of and of the bilateral conventions concluded between Romania and other states.

The National Centre for Diploma Recognition and Equivalence is connected to the European information network ENIC (European Network of Information Centres, set up by the Council of Europe and UNESCO) and NARIC, respectively (Network of Information Centres for Academic Recognition established by the European Union) – from which it obtains and to which it provides information on the recognition of diplomas.

Cooperation and participation in worldwide programmes and organizations

The international activities also include:

• Coordinating and conducting the educational programmes within the United Nations Educational, Scientific and Cultural Organization (UNESCO)

• Collaborating with the various international institutions that Romania is part of within the Central European Initiative (ICE)

• Managing the activity performed in the education field by the Council of Europe (CoE), including the coordination of the teacher development programme - Pestalozzi

• Nominating the teachers participating to the projects developed by the European Center of Modern Languages (CELM) - Graz / Austria

• Ensuring Romania’s participation at the international evaluation programmes promoted by  OECD

• Participating at the educational activities within the Organization for Security and Cooperation in Europe (OSCE) and at the ones within the Official Development Assistance Programme (ODA)

• Participating at the actions regarding education carried out within the North Atlantic Organization (NATO)

• Managing the participation of Romania at CONFEMEN, as well as at the other instances of francophony: OIF, AUF, CREFCO, etc.
