The principle of equality is one of the greatest assets of the constitutional order of the Republic of Croatia (Article 3). In accordance with this, every individual in the Republic of Croatia, has his/her rights and freedoms regardless of race, colour of skin, gender, language, religion, political or other convictions, national or social origin, property, birth, education, social status or any other personal circumstances (Article 14).

In keeping with the Constitution, education in Croatia is available to all, under equal conditions, in line with their capabilities (Article 65).
