Legal representative of university is rectors who may have one or several vice-rectors. A dean acts and represent on behalf of the faculty, the academy of arts, polytechnic or college and is assisted by vice-deans. A university may have other units than faculty or academy like university department which are managed by department head and expert bodies or university institute which is managed by a institute director.
Requirements for Appointment
Rectors are elected via a secret ballot by a simple majority of all voting members from the ranks of full professors as stipulated by the Act on Scientific Activity and Higher Education. Further procedure for rector's elections is stipulated by university statute. Rector may have one or several vice-rectors who are elected by the senate in a manner stipulated by the university statute. Dean of a faculty or academy is appointed by the expert council in a manner stipulated by the university statute. Dean of polytechnics or colleges is elected by the expert council of the institutions and confirmed by the management council according to institution statute.
Conditions of Service
Management staff of higher education institutions perform their duties as public servants. Rectors have rights and obligations of the director of the institution. Deans have rights and obligations according to the university statute and the statute of the faculty or the academy of arts.
