Requirements for appointment

Governing body of a university is Governing Board. Governing Board determines the business policy of a university. Governing Board of a public university has 15 members comprising the representatives of: academic staff, other employees, students and representatives of the founder.

Managing body of a university is Rector. Rector is responsible for the work of university, as well as for management within the framework of business policy determined by the Governing Board of the university. A university has vice-rectors.

Managing body of organisational unit of a public university is dean or director, elected by the Governing Board of a university in compliance with its statute.

Governing body of a non-university institution is determined by statute of the institution.

Competence, number, composition, terms of office, method of election and removal, as well as the manner of operation and decision making of the governing body of institution are regulated by statute of the institution.

Managing body of a non-university institution is determined by statute of that institution.

The method of election of managing body, authorizations, terms of office and other issues areregulated by statute of institution.

Governing Board of a private university is elected by the founder. The composition of the Governing Board must include student representatives. Competence, number of members, composition, methods of election and removal, manner of operation and decision making of the Governing Board, as well as the period of electing the Governing Board of a private university is determined by the founder, in compliance with the statute.

Professional body of a university is senate. The senate comprises: rector, vice-rectors, representatives of academic staff, and representatives of students in compliance with statute of university.

A professional body of an organisational unit of a public university is Council.

The Council is composed of: dean, vice-deans, persons with academic titles, representatives of associates and students, in compliance with statute of public university.

Competence, terms of office, manner of work and decision making of the Council are regulated by statute of public university.

Professional body of a non-university institution is Council of institution.

The Council of institution is composed of academic staff and representatives of students, in compliance with statute of the institution. Composition, competence, terms of office, manner of work and decision making of the Council are regulated by statute of institution.

Conditions of service

The selection manner of the managing authority, i.e. governing authority , the duration of the mandate, the manner of election and dismissal, and other issues are regulated by the Law on Higher Education and the statute of each institution.

The Rector of the public university is elected based on a public competition and a submitted development programme for the University. The Rector is elected by the Management Board, from among the full professors employed at the University, in accordance with the Law and the General Act.

The Rector is elected for a period of three years. The same person may be elected as Rector of the University two times in a row.

The Rector in his/her function is assisted by Vice-Rectors. The number of Vice-Rectors cannot be higher than four. Vice-Rectors are appointed by the Board of the University, at the proposal of the Rector, from among the Full Professors and Associate Professors employed at the University. The Vice-Rector is appointed for a period of four years. The mandate of the Vice-Rector lasts as long as the Rector’s mandate at whose proposal the Vice Rector is appointed. Notwithstanding this fact, in cases when the Rector’s mandate terminates before their time of election expires, the Vice-Rectors remain on duty until new Vice-Rectors are elected.

The Dean is elected from among those people with academic or scientific titles employed by the Organizational unit. The Dean is appointed and dismissed by the Management Board, at the proposal of the Council of the Organizational unit. The mandate of the Dean or Director lasts for three years, with the possibility of one immediate re - election.

Governing Board of a public university has 15 members comprising the representatives of: academic staff, other employees, students and representatives of the founder.

Representatives of the founder within the Governing Board of a public university make 1/3 of the total number of the Governing Board members. Representatives of students within the Governing Board of a public university are elected by Student Parliament in compliance with its rules. The Governing Board is elected for a period of four years, except in case of a student representative who is elected for a period of two years. Competence, methods of election and removal, as well as the principles of operation and decision making of the Governing Board shall be determined in more detail by statute of a public university.

Out of total number of members of Senate, at least 50% of members must be from among the full professors of the University. The Council of the organizational unit elects a member of the Senate by rule from among those people with the highest academic or scientific title.

Representatives of the students are elected by the Student Parliament, in accordance with its Rules. Representatives of the associates are elected by a special body, comprised of two associates per each elected from every organizational unit. The representative of the other employees is elected by a special body, comprised of two employees per each elected from every Organizational unit.

Rector of a private university is elected by the founder from among full professors in compliance with its statute. The method of electing a private university rector, vice-rectors, authorisations, terms of office and other issues are regulated by statute of private university.

Governing Board of a private university is elected by the founder. The composition of the Governing Board must include student representatives. Competence, number of members, composition, methods of election and removal, manner of operation and decision making of the Governing Board, as well as the period of electing the Governing Board of a private university are determined by the founder, in compliance with the statute.

In accordance with the Law on Higher Education a student is entitled to representation of at least 20% in relation to a total number of members in professional bodies and managing bodies.

In accordance with Collective Agreement of the University of Montenegro performing administrative or managerial tasks at the University and organizational units is calculated as follows: the function of rector, vice-rector, dean or director is calculated as equal to the weekly norm of lectures; the function of Vice-Dean is calculated as ½ of the weekly norm of lectures; the function of study program Manager is calculated as ¼ of the weekly norm of lectures. An employee, who performs certain tasks within the Bodies of the University and the Organizational units, has working extras in accordance with article 28 of the Collective Agreement.
