The educational institution (except for higher education[1]) is usually managed by the school head (principal). The head of the state or municipal school is appointed through a public tender. In order to ensure the management quality of the school, 5 year term of office is introduced from 2018. After 5 year term of office, the school head can participate in a public tender process once again for the same position in the same school, because the number of term of offices is not limited. The school head will also be required to have an impeccable reputation.
The Ministry of Education, Science and Sports performs public supervision of general education school activities. Supervision of activities in individual schools is carried out by the institution implementing the rights and obligations of the owner. If necessary, the external evaluators are used.
The rector (director) is the head of a higher education institution. He acts on behalf of the institution and represents it. The rector (director) is elected (through a public tender), appointed and dismissed by the council. The term of office of the rector (director) is five years. The same person may be elected to be rector (director) of the same higher education institution for no more than two terms of office in a row.
