The Constitution of the Republic of Lithuania is adopted by a referendum of Lithuanian citizens on 25 October 1992 and it is the main law regulating the most important educational issues.

The document indicates and describes main parts of the pre-school education curricula that must be included into the pre-school education curricula by the providers of the pre-school education.

The Description of the Achievements of pre-school age children is a guide for pre-school educators and other educators. It provides a set of achievements and values that a child gains from his birth to six years of age and the steps of key competences and progress in his education. This is not a standard but an aspiration. By using the Description the educators should use the provision that the progress of each child depends on his individual powers and the professionalism of educators.
