Management at school level is the responsibility of the head of the school assisted by the deputy heads. They are civil servants (public educational servants) with their professional status and conditions of service detailed in their schemes of service and the governing school regulations. Monitoring schools is the responsibility of school inspectors. Guidance staff is appointed at the secondary level.
At the higher education level, public universities are academically autonomous and self-administered bodies with their Council and Senate being responsible for their overall management. Non-university level public institutions of higher education are administered by their Councils and the directors of the institutions.
