Definition of the target group(s)
Disabled persons studying in Lithuanian higher education institutions may receive financial support for studies. Students from socially disadvantaged families may receive social scholarships.
Specific support measures
Disabled students with a 45 per cent or lower disability level or either severe or average disability may receive the social scholarships. Social scholarship present size - 390 Lt (or approx. € 113) per month. Social scholarships’scheme was set up by the Procedure of Provision and Administration of Social Scholarships for High School students. Social scholarships’administration and information is provided by the State Studies Foundation.
Also since 2012, advanced students with a 45 per cent or lower disability levelcan receive special-purpose benefit to ensure their studies accessibility.The special-purpose benefits areregulated bythe Procedure for Provision of Special-purpose Benefits to Studentswith Disabilities in Higher Education. The special-purpose present size – 520 Lt (or approx. € 150) per month. This support is provided through the European Social Fund supported project "The ensuring accessibility of studies for students with special needs". The project is implemented by the State Studies Foundation with partners - 36 Lithuanian higher education institutions. These benefits administered by the study to ensure accessibility and provide them information about State Studies Foundation. Provision of financial support to disabled people seeking higher education is regulated by the Procedure for Provision of Financial Support to Students with Disabilities in Higher Education approved by the Lithuanian Government on 23 September 2009. Disabled students are provided the following measures of financial support:
- to meet the specific needs, they are awarded a monthly targeted allowance in the amount of 50 per cent of the social insurance basic pension (LTL 180 or approx. € 52);
- to help cover part of the study cost, students who enrolled in state higher education institutions prior to 2009 and are studying there in places partially funded or not funded by allocations from the State Budget are awarded a targeted allowance in the 3.2 amount of the basic social allowance (LTL 416 or approx. € 120) per every semester;
- to help cover part of the study cost, students who enrolled in state higher education institutions in or after 2009 and are studying there in places not funded by allocations from the State Budget are awarded a targeted allowance in the 3.2 amount of the basic social allowance (LTL 416 or approx. € 120) per every semester.
The financial support to SEN students is regulated by the Departament of Disability Affairs near the Ministry of Social Security and Labour.
