3.1Early childhood and school education funding

Preschool educationis financed from the state budget. Enrollment in preschool is provided to all children and parents participate in covering the costs of food. Material support is provided for the childrenwithout parental care; children whose parents are beneficiaries of social benefits; and children from the most vulnerable groups.

In recent years, some municipalities assist in financial sense in the creation of better conditions of stay of children in pre-schools (buildings, equipment). It is recommended to make a role of local governments greater, transfer jobs that can be efficiently and cost-effectively done by them in order to monitor and harmonize the needs of the population and provide them with services properly. Also, an international organizations support different types of training and the improvement of the system of preschool education. Preschool institutions funds got from donations and sponsorships invest in rehabilitation, provision of teaching aids, as well as the professional growth of staff by themselves.

Realization of right to elementary education is defined by the Law on Primary Education. It is mandatory and free of charge for all between six and fifteen years of age and it lasts for 9 years. For the children from rural areas and vulnerable groups lot of privileges and supports  are provided (free books, transportation, etc).

Upper secondary education in Montenegro is not mandatory, but most of pupils after finishing primary school enroll into the general or vocational upper secondary education.  Education in both of them is free of charge.
