2022

The implementation of the development directions under the third Strategy of Early and Preschool Education for the Period 2021-2025 is underway. The field of preschool education is regulated by the law, in order to provide every child with the best possible commencment, i.e. having in mind that neurological development in children is most intensive in the period of preschool education, we considered it necessary to continue with developing this level of education through the preparation of new Strategy of Early and Preschool Education for the period 2021-2025. In accordance with the Strategy of Early and Preschool Education for the period 2021-2025, the reform of the Programme for this level is underway, carried out by the Bureau for Educational Services. The Strategy through the Operational goal 2 strives to modernize the current plan and programme for Preschool Education in the light of scientific knowledge and the best international practices leading to overall development of the potentials of every child and improve the system of ensuring the quality in accordance with the EU framework for high quality preschool education by 2025.   

2021

With regard to the educational process during the pandemic, the second meeting of the Working Group for the organization and monitoring of the educational process during the pandemic COVID-19 was held on 24 August 2021. It was decided that preschool institutions will carry out educational work as before, without changes.

In cooperation with UNICEF, the program Comprehensive and quality development of adequate early learning for all children is underway. The following has been implemented in the area of inclusive education and work with RE community:

  • Focus groups with parents with the aim of assessing the needs and developing thematic educational programs with modules for groups at risk.
  • A program of thematic education of parents with modules for groups at risk.
  • Training on working with the RE population on the topic "Activities and materials for work in kindergarten" was conducted.
  • Description and scope of activities was defined, centers of excellence as the core of innovative and modern knowledge from various fields of educational work were selected.
  • Educational package of support for early development of children in hospital treatment was designed.
  • Framework for the model of cooperation between kindergartens, living room: Pljevlja, Golubovci, Kotor was developed.
  • On-line fair of the most representative practices of each preschool institution during Covid 19 was organized.
  • Fairs were organized in kindergartens so as to encourage enrollment in kindergartens and promote the profession of educators.

At its session held on October 8, 2021, the Government of Montenegro adopted the Strategy for Early and Preschool Education (2021-2025) with an Action Plan. Bearing in mind that there is still room for improvements in Montenegro in preschool education, the strategic goals for the next four years is: Ensuring equal opportunities for early development of all children in Montenegro by strengthening the availability, quality and fairness of preschool education and uprbringing.  In order to achieve the set strategic goal, it is necessary to meet three general operational goals, namely: General operational objective 1: Increasing the coverage of children in preschool education; General operational objective 2: Improving and ensuring the quality of preschool education; General operational objective 3: Improving the chances for early development of children from vulnerable groups.

2020

In accordance with the Government's Work Programe for 2020, the Ministry of Education is obliged to prepare a new Strategy for Preschool Education with an Action plan. The Ministry formed a Working Group composed of representatives of the Ministry of Education, Ministry of Labor and Social Welfare, Ministry of Health, public preschool institutions, the Faculty of Philosophy. The task of the Working Group is to develop a proposal for the Strategy of preschool education with an Action plan by the end of IV quarter of 2020. An invitation for a public debate on the Draft Strategy of Preschool Education 2021-2024 has been published on the website of the Ministry of Education.

#PlayAtHome is a motto that was used to present a fun way to animate children in a situation when the work of kindengartens and preschool institutions was suspended during the outbreak of the COVID pandemic. In cooperation with the UNICEF Office in Montenegro, short contents were made with the aim of being an ispiration, an idea, an indicator to parents on how to work with their children. The educators educated parents on how to make certain didactic materials and how to encourage the development of their children in a quality way.

During the break caused by the coronavirus epidemic, parents of preschoolers were allowed to use the prepared materials for playing with children, which was published on the websitehttp://www.skolskiportal.edu.me/Pages/Default.aspx. In cooperation with the UNICEF Office in Montenegro, short videos were prepared with the aim of being an inspiration, an idea, an indicator to parents on how to work and play with their children, under the motto #PlayAtHome. The educators on these recordings educated parents on how to make certain didactic materials and how to encourage the development of their children in a quality way. Furthermore, a collection of good practices and structured activities that were performed in the summer, on the topics: city, village, mountain, sea, was gathered. In that manner, videos which show how structured preschool ambient activities encourage the development of a child of that age in all circumstances, and build responsible parenting for the childs health and the environment, were made. This was followed by a Communication Strategy for working in the context of COVID 19.

The Young Athletes Program has been adapted for implementation at home, in cooperation with the NGO Special Olympics and UNICEF. Video materials for parents and children, and a Guide for parents has been prepared. All of these are available on social networks. For 240 families, children who attend this program in kindengartens received packages with equipment and accompanying materials.

The enrollment in kindengartens and preschool institutions was organized online.

The Institute for Public Health and representatives of the education system have defined clear recommendations regarding the behaviour, respect for the distance, the desinfection of preschool institutions, etc.

2019

According to MONSTAT data (Statistical Office of Montenegro), the percentage of enrollment of children age 3 to 6 is 72.62%, which is significantly higher than in previous three years.

The Strategy on early and preschool education in Montenegro (2016-2020) which sets the increase in the number of children enrolled in preschool education as a goal, has reached its maximum goals as there was a significant increase in the enrollment of children. For 2016/2017 the number of enrolled children was 58.66% and for the 2018/2019 there were 72.62%.

The Government of Montenegro adopted the Strategy for Inclusive Education in Montenegro (2019-2025).In that sense during 2019 much focus was placed on early development, that is, support for children in preschool institutions (early intervention, training, adapting work, materias, access).
