Public higher education institutions
Each public higher education institution (HEI) must have the necessary human resources to fulfil its mission but can contract external services.
Public HEIs are free to manage their human resources in accordance with their needs and following the principles of good management, respecting budgetary limitations.
In accordance with the law, public HEIs are responsible for their own staff recruitment.
Non-teaching staff employed in higher education provide support in the following professional categories:
management staff.
senior staff, technical and operational assistants in the areas of finance, human resources, law, academic fields, premises maintenance, as well as in areas of libraries, social services, psychology, nutrition, etc.
- staff involved in scientific research, either as career researchers, visiting researchers or those with scientific research grants can also perform non-teaching staff duties in public HEIs.
Private higher education institutions
Non-teaching staff in private higher education are hired according to the terms of private law. Private HEIs must have the necessary human resources to perform the duties all HEIs are legally bound to.
