Within higher education aims and objectives are set out in the Higher Education Act (Högskolelagen, SFS 1992:1434) and in the annual appropriation direction documents from the government and they are further reflected in the internationalisation policy of the higher education institutions.

Internationalisation is regarded as an important quality aspect in higher education and research. Most higher education institutions have an internationalisation policy and one or more administrators dealing with issues relating to internationalisation. Some have also a deputy vice-chancellor for internationalisation or an adviser for internationalisation to the vice-chancellor. 

In accordance with the Lisbon Convention, the Higher Education Ordinance (Högskoleförordningen, 1993:100) entails regulations about the recognition of higher education qualifications and stipulates that a Diploma Supplement shall be issued automatically together with higher education diplomas.

Partnerships and Networks

The Swedish Council for Higher Education (Universitets- och högskolerådet)  is a government agency that promotes academic exchanges and cooperation across national borders. The council hosts a number of programmes to enable educational exchanges as well as a few programmes that offer professional development and international networks för teachers. 

The Learning Teacher Network is a European educational network performing as an international platform for professional debate in the vanguard of educational progress. The network embraces practitioners in school, trainers, researchers and other educational experts within the whole range of education from pre-school to universities.
