The main responsibility for adult education lies with the ministry of Education, Children and Youth (MENJE; ministère de l’Éducation nationale, de l'Enfance et de la Jeunesse), which is in charge of adult secondary education, for a large part of adult general education and for provisions and grants in the field of continuing vocational education and training. The two main services responsible are the Service for vocational training (SFP; Service de la formation professionnelle [EN]) and the Service for adult education (SFA; Service de la formation des adultes [EN]).

Municipalities and non-profit organisations provide courses that mainly fall into the scope of adult general education and for which they receive grants from the Service for adult education.

The ministry of Higher Education and Research (MESR; ministère de l'Enseignement supérieur et de la Recherche) is responsible for both initial and continuing higher education.

In the field of vocational retraining for job seekers, the Agency for the Development of Employment (ADEM; Agence pour le développement de l'emploi), which operates under the authority of the ministry of Labour, Employment and the Social and Solidarity Economy (MTE; ministère du Travail, de l'Emploi et de l'Économie sociale et solidaire), closely cooperates with the ministry of Education. The ADEM’s Service for vocational guidance (Service de l’orientation professionnelle) provides vocational guidance and counselling to adults and helps them define their career planning.

The National institute for the development of continuing vocational training (INFPC; Institut national pour le développement de la formation professionnelle continue) undertakes a range of information activities. It manages the Internet platform Lifelong-learning.lu that publishes the available provision of general and vocational adult education and training in Luxembourg. The INFPC website also includes statistical analysis and studies on continuing education, the Education and training observatory (Observatoire de la formation).
