Public institutions providing adult education are usually managed by directors(directeurs). The requirements for appointment as well as the conditions of service are defined by the laws covering these institutions.

In secondary schools providing adult education, one or several adult education delegates (délégués à la formation des adultes) are appointed by the Minister of Education on proposal of the Service for Adult Education (SFA; Service de la formation des adultes). Working under the responsibility of the principal and the SFA, they organise classes for adults, propose teachers and organise the administrative work related to the courses.

Managers(gestionnaires)of commercial training providers (physical or moral persons) are bound to the right of establishment(droit d’établissement). They need to hold a ministerial authorisation in order to exercise training activities. This strictly personal authorisation is issued by the ministry of the Economy (ministère de l'Économie) on opinion of the ministry of Education, Children and Youth (MENJE; ministère de l’Éducation nationale, de l'Enfance et de la Jeunesse). Candidates have to meet the conditions of professional integrity(honorabilité professionnelle) and professional qualification(qualification professionnelle). The latter may either be based on a higher education qualification, on a certain training proposed by the chamber of Commerce or the chamber of Trade (formation accélerée), or on previous professional experience as company manager in the field of education and training.
