Definition of the target groups

Although there is no official classification of 'disadvantaged learners' in adult education, Luxembourg has established support measures for some target groups. To give but some examples:

• According to the Quality Label issued by the ministry of Education’s Service for Adult Education (see article 11.3 Quality Assurance in Adult Education and Training), providers benefitting from State grants have to reduce the course fees for the following groups of learners to a symbolic amount of € 10:
  • Unemployed persons registered with the Agency for the Development of Employment (ADEM; Agence pour le développement de l'emploi)
  • Beneficiaries of the guaranteed minimum wage (RMG; revenu minimum garanti)
  • Target groups recognised by Luxembourg's Welcome and Integration Office (OLAI; Office luxembourgeois de l’accueil et de l’intégration) or by the municipalities’ social services (offices sociaux)
  • immigrants who have signed a Welcome and integration contract with Luxembourg's Welcome and integration office
• Persons showing low levels of basic skills benefit from the reduced course fees (€ 10) for literacy classes. The same reduced fees are charged for basic skills classes for persons with special needs (deaf, blind).
• The participation in CVET of adults who do not hold any formal qualification and of senior employees is being encouraged by the means of co-funding of continuous vocational training in the company (3.3 Funding in Adult Education and Training).
• Special provisions are further proposed for job seekers (see article on CVET in chapter 8 Adult Education and Training).

Specific support measures

The main support measures for special target groups have been cited above.

Moreover, foreign workers are encouraged to learn the Luxembourgish language by the Language training leave (congé linguistique) which is described in article 3.3 Funding in Adult Education and Training.

The establishment of an offer for special target groups is further encouraged by individual agreements between ministries or public administrations and institutions providing educational support to these learners. Depending upon the target group, such agreements can be established with the ministry of Education, the Agency for the Development of Employment (ADEM; Agence pour le développement de l'emploi) or the ministry of Family Affairs and Integration (MFI; ministère de la Famille et de l’Intégration).
