6.3Assessment in general upper secondary education

Pupil Assessment

The method for evaluation and assessment in secondary education institutions is regulated by the Regulation on Grade Promotion and Examination in Secondary Education Institutions. Teachers regulate the exam questions, the general and specific objectives set forth in the curriculum and aimed skills and focus on descriptions and issues. Exams, homework, projects and practices are evaluated over 100 points and passing grade course is organized as 50 points. Period points, end points of the year-end achievement scores and graduation (diploma) are determined by over 100 points. The student has to take least 50 points and at least 70 points (as the arithmetic average of two points) in the second period at the end of the school year in order to be successful in any course (Article 56). Regardless of the time hours, at least two exams are given for each course (Article 45). Written exam is performed based on the review. However, exam for each course can also be done through one test each semester (Article 45/2). The examination of language skills such as listening, speaking, can be made in writing to measure reading and writing skills. In order to make it possible for teachers who teach the same course to make a mutual assessment, a common written examination is given and assessed mutually (Article 45/1-b). These exams can also be carried out across the province and country. The objectives laid down in the Individualized Education Program (IEP) are essential in evaluating their success of the students going through mainstream education (Article 45/h). Students are expected to receive a report indicating success.

Progression of Pupils

The student has to take at least 50 points and 70 points (as the arithmetic average of two points) in the second period at the end of the school year in order to be successful in any course. At the end of the school year, students who have passed all of the classes and who have some failures of the courses even though they have passing grade of 50 points are able to pass the class (Article 57). 

Students who fail the course through a passing grade cannot be successful and can move on to the next stage through a condition. Students who cannot pass their classes directly and who have at least three classes they fail are able to move on to the next stage. However, students who have six classes they fail have to repeat the class. Regardless of written and/or practical exam done in the form, students who fail the skill tests at the end of year have to take an exam. Teachers apply examinations by taking into account the benefits of general objectives contained in the curriculum of the courses and general principles of measurement and evaluation, and do relevant studies for identifying the projects and performance of the students. The scores of only the courses students who are educated at home or in the hospital have studied are taken into consideration. 

In the Regulation on the Amendment of the Ministry of National Education Regulation on Secondary Education Institutions published on 8.5.2020 regarding the evaluation of passing a class and student success in extraordinary situations, “The Ministry or provincial / provincial / provincial / Based on the decision of the district sanitation board, in case the education and training is suspended in all or some of the secondary education institutions by the local administrative authority, the students have only one semester score and the compensation program cannot be applied due to the continuation of the conditions causing the interruption, the students' year-end score is determines." Certification

The graduates of secondary schools will be awarded with a diploma by the Ministry of National Education according to the type of school they graduate on the basis of records in e-school system (Article 69). Graduation scores are specified in the diplomas if graduation field exists and secondary education diplomas are recognized by foundation and public institutions.
