The state also permits different primary education practices as well as primary education (primary and secondary) schools (daytime).

Boarding Primary Regional Schools (Yatılı İlköğretim Bölge Okulları- (YIBO): In localities with low or dispersed population, the villages can be grouped and primary education regional schools in central villages or in villages with adequate status and affiliated boarding homes can be established. In localities where grouping is not possible, it is possible to establish YIBOs (Primary Education Law-İlköğretim ve Eğitim Kanunu, No. 222, Article 9). Education in these institutions is executed in accordance with the principles of Regulation for Primary Education Institutions (İlköğretim Kurumları Yönetmeliği) while accommodation is executed in accordance with the provisions of Regulation on School Boarding Houses Affiliated to Ministry of National Education (Milli Eğitim Bakanlığına Bağlı Okul Pansiyonları Yönetmeliği).The aim of YIBO is to ensure access to the primary education for the children entering primary education age and the children of families in poverty residing in rural areas where no school is present.

Student Handling Practice was initiated in 1989-1990 with the aim of providing education and training for the children who came to the elementary school age in the settlement units which do not have schools or have a small population and scattered in the day to the selected primary education institutions. In time the center has begun to move these students by various methods. Three different methods were combined under the name "Student Transportation Practice" with the amendment made in the legislation in 2014-2015.

With this method, it is aimed to provide special education trainees who benefit from non-formal education and students who are likely to be deprived of the right of education to attend primary, secondary and special education schools/institutions with access to public schools/institutions by transporting them. 

Open Primary Schools (Açık Ilköğretim Okulu): This is the primary education institution where individuals that could not graduate from compulsory education due to various grounds or whom exceeded the age limit designated for compulsory education are educated. The aim of the open primary education institutions can be summarized as allowing the adults that could not graduate from primary education and exceeding the age limit designated for compulsory primary education to enroll and graduate from primary education by using advanced communication tools and innovative technologies in accordance with the general objectives and fundamental principles of Turkish National Education and therefore improve the education and culture level of the community, stated in Regulation on Open Primary Education School-Açık İlköğretim Okulu Yönetmeliği, Article 4 and 5.

According to the data of the Directorate General of Migration Management in September 2017, the studies on the registration of the population of the Syrian children obliged to the official schools attached to the Ministry of National Education are continuing. A total of 373,922 students (334,092 of whom are under Temporary Protection and 39,830 Iraqis) who come to our country through official migration from the official institutions (non-temporary education centers) affiliated to the Ministry of National Education receive education through Turkish curriculum. In 318 temporary education centers in 21 provinces, 223.432 students, all of whom are from Syria, are educated on intensive Turkish education. There are also 9.620 students enrolled in open schools. A total of 606,974 mass immigrants have allowed access to education for our students. 

In addition to academic courses, students who are followed through the Foreign Student Information Operating System (FSIOS) are given intensive Turkish education in the Temporary Education Centers (TEC). Students enrolled in these centers are enrolled in formal schools through the e-School system (GDoLLL, 2017 Annual Report).
