12.7Support measures for learners in adult education and training

The adult education sector is gradually developing. Private education institutions are the main providers. From this perspective the scope of support measures rendered to adults in a disadvantageous position vary according to the policy of each education level. At the levels of Ministry of Education, Youth and Science and Ministry of Labour and Social Police nation-wide projects are developed under the Operative Programme "Human Resources Development", targeting adults and their life-long learning. These projects are open to all adult learners. 

On October 30th 2008 and with a Protocol No. 42.1 the Parliament adopted a National Strategy for Life Long Learning covering the period 2008 - 2013. The strategy outlined future policies in life long learning in Bulgaria and gave recommendations about the actions needed to be undertaken by the government concerning the training of Bulgarian citizens which are active in a global, knowledge-based economy. The document points out the priorities in life long learning, the way to attain them, the necessary legislative changes, the funding mechanisms, as well as the key performane indicators.

The Bulgarian organ responsible for coordinating EU's "Life Long Learning" Programme is the Human Resources Development Center (HRDC). HRDC works with projects in the areas of education, professional training and the labor market. The Center organizes the work revolving around the recruitment, assessment, financing and monitoring of projects in the "Life Long Learning" Programme. It also offers counseling about projects in the programme.
