Cadre de référence des compétences numériques (CRCN - famework for digital skills)

Timeframe: Set up from September 2019.

Status: Decree No. 2019-919 published on August 30, 2019.

Responsible authorities: Ministry of National Education and Youth; Ministry of Higher education, research and innovation.

Reasons / Objectives:

If IT skills are assessed in the usual course of teaching, it is important to provide specific assessment methods for digital skills. In this perspective, the ministries responsible for National Education and Higher Education have developed a reference framework for digital skills, inspired by the European framework DIGCOMP and valid from primary school to university. This reference system, which establishes a progression in the levels of mastery of digital skills, serves as a framework for regular assessments of students, whether mandatory schooling or new certifications made via the Pix platform.

This allows students from elementary school to higher education their digital skills through a series of exercises that adapt to their level of mastery. A Pix certification is in place for troisième (9th grade), high school students and higher education students from the 2019-2020 school year.

Main measures adopted:

The Digital Competence Reference Framework (CRCN) is created by Decree No. 2019-919 of 30 August 2019. It sets out the expected competencies of pupils in school education, higher education and adult education in five fields and eight levels of mastery. The CRCN is based on the European DIGCOMP framework.

The digital skills acquired by pupils, students, apprentices and trainees in continuing training are subject to certification under the conditions and in the manner defined by decree of the ministries responsible for national education and higher education.

A digital skills assessment of the pupils is carried out in CM2 (5th grade) and in Sixième (6th grade). A certification will be passed by students at the end of high school and high school. In higher education and in the context of adult education, learners can be certified by the pix.
