2021

In the beginning of 2021, process of referencing The National Qualifications Framework in Serbia - National Qualifications System Levels I–V with the European Qualifications Framework for Lifelong Learning (EQF) and the Qualifications Framework of the European Higher Education Area (QF-EHEA) has been conducted. An official document in which the Republic of Serbia presents phases of this procedure and relevant policy measures is The Report on Referencing the National Qualifications Framework of the Republic of Serbia to the European Qualifications Framework for Lifelong Learning and Self-certification to the Qualifications Framework of the European Higher Education Area. This document describes all measures conducted in order to fulfil the criteria, adapt procedures and improve the principles for quality assurance. 

This process also ensures that the most relevant EU networks, platforms and credit systems (such as European Credit Transfer and Accumulation System (ECTS), European credit system for vocational education and training (ECVET) and Europass) are using continuously and transparently in education system in the Republic of Serbia.

2020

According to The National Qualifications Framework in Serbia - National Qualifications System Levels I–V  developed in 2013 and the proposals for the levels of vocational education and training (from 1 to 5) and higher education (from 6 to 8)  developed by the Expert Team for the Development of the Integrated National Qualifications Framework in Serbia, The List of Qualifications of the Republic of Serbia has been adopted and published in 2020. This is one of the most relevant documents in this area which integrates more than 4000 qualifications for all levels of education in order to strengthen the relation between the labour market and education system.  

For the purposes of forming the new List of Qualifications, new bylaws have been adopted. Some of them are: The decrees on the adoption of qualification standards for individual occupations, Bylaw on the methodology for the qualification standards development etc. The methodology for the qualification standards development has been determined by a separate document which will be used as the main instrument for interpretation of qualifications on labour market and in education system. In parallel with development of these policy documents, the formal body – Qualification Agency was established and the most recent ongoing processes revolves around forming and the work of the sectorial councils for different occupational fields engaged in the processes of development of qualifications.
