Adult education is provided both in schools for adults and in other educational institutions which are part of the school education system, and by entities operating outside of the school education system in accordance with the legislation on economic activity and labour-market training activities. Organisational and staffing arrangements differ between these two sub-sectors of adult education.

In addition to schools for adults, the school education system includes continuing education centres and vocational training centres which provide adult education in non-school settings. Arrangements concerning management staff in schools for adults and other adult education institutions are the same as for school education; see Chapter 10.1, Management Staff for Early Childhood and School Education.

Entities providing adult education in non-school settings as part of economic activity or labour-market training activity are not subject to any specific legislation or recommendations concerning organisational or staffing arrangements. Such providers are free to establish in internal regulations their organisational structure and operating procedures, including qualification requirements, appointment and dismissal procedures, conditions of service (within the framework set by the labour law regulations), and responsibilities and powers of the management staff employed.
