Quality assurance in early childhood and school education, including adult education and training, is regulated by the Law on the Education System Foundations introduced in 2013 and its supporting legal documents.
Bylaw on Quality Standards of Institutions’ Work determines the quality framework for preschool institutions and schools. The Ministry of Education, Science and Technological Development supervises the work of relevant institutions that are in charge of external evaluation of educational institutions, programmes, achievement of standards and goals and other quality indicators: National Education Council, Institute for the Improvement of Education and Institute for Education Quality and Evaluation. These institutions are responsible for quality assurance on a wider level, by determining educational standards, conducting national testing of pupils/students, analysing the current quality level, suggesting improvement methods, supporting the work of the Ministry and educational institutions, adapting the educational policy to European educational systems and similar duties. On a smaller scale, local school authorities, national education inspectors and educational advisors, all under the surveillance of the Ministry, are in a direct contact with educational institutions, teachers and other school staff. Their responsibility is to determine the quality level in individual educational institutions and to ensure the compliance with the education standards.
External evaluation is carried out on a regular basis, or in emergency situations, when a certain aspect of institution’s functioning needs to be verified.
Quality assurance in higher education is regulated through the Law on Higher Education and realised by the National Higher Education Council and National Entity for Accreditation and Quality Assurance in Higher Education of Serbia - NEAQA. These bodies are responsible for determining higher education standards, quality assurance procedures and accreditation of academic programmes.
Internal evaluation is required for all educational institutions at all education levels as the results are used for external evaluation. It is carried out in predetermined intervals, in accordance with internal educational institution plans. Self-evaluation standards and procedures are defined by the Ministry and other responsible bodies.
