According to the Law on the Education System Foundations, education staff involved in monitoring educational quality includes national education inspectors and education advisers. Their work is monitored by the Ministry of Education, Science and Technological Development.
Requirements for Appointment
In order to become an education adviser, a person has to meet the following conditions:
- Has an appropriate university degree (same as for teachers, see topic on Teachers and Education Staff);
- Possesses teachers’ or education specialists’ work licence;
- Has at least 8 years of work experience in education sector;
- Has significant professional achievements in education development;
- Has published papers in international or national journals or in an approved textbook, manual or other teaching material;
- Passes professional exam for educational advisors.
Education inspectors may be persons with either law degree or degree required for teachers and other education specialists. In first case, the requirements are:
- Master’s degree in law or equivalent;
- Professional exam for work in state administration;
- At least 5 years of work experience in state bodies.
The requirements for those already working in education sector are:
- Has appropriate university degree (same as for teachers, see topic on Teachers and Education Staff);
- Possesses teachers’ or education specialists’ work licence;
- Has at least 5 years of work experience in education sector.
Conditions of Service
All conditions of service for educational advisers and education inspectors, including programme of work, professional development, dismissal, licence and other important aspects of work, are regulated by the Ministry of Education, Science and Technological Development and the Bylaw on Professional Educational Supervision.
