In the previous EU Lifelong Learning Programme, the institutions from Serbia have participated in a few LLP Gruntvig projects, dedicated to adult education, and two LLP Policy and Cooperation (ECET) projects dealing with adult education which turned towards greater employability.
As of 2017, the Erasmus + Programme within preparatory measures enables organizations and institutions dealing with adult education in the Republic of Serbia to submit applications for mobility projects. The objective of these mobilities is to gain experience, learn and/or teach in another country.
Since 2018, organizations and institutions dealing with adult education can, in addition to mobility projects, participate in partnerships for cooperation in adult education within the Erasmus + programme.
Education institutions and organizations that deal with adult learning participated in numerous smaller international projects, funded from the IPA instrument, as well as projects that represent bilateral cooperation with countries from the region. Some of those projects dealt with the education of trainers for adult learning and others were about the strengthening of local structures that deal with adult education.
The most relevant reforms in this area have been introduced in 2021. National Qualifications Framework has been established and the process of referencing the European Qualifications Framework is finished. The implementation of this process in the education system and labour market will enable the recognition and comparability of qualifications acquired in Serbia with qualifications acquired in other countries. The process of recognition of prior learning (RPL) is envisaged by the Law on the Education System Foundations. In 2021, piloting the process of RPL started. RPL will enable those who have acquired knowledge and skills outside the education system, through informal or non-formal learning to obtain a qualification.
