Private pre-university education

Likewise with public Pre-university education private institutions at this level  include chreces, kindergartens, schools and upper secondary schools both general and vocational.  Private pre-university education institutions are created and function in the same way as their public homologues. Their licensing is done by National Licencing Center based on a decision of Ministry of Education Sport and Youth. Suspension of activities of these institutions is merely conducted by National Licencing Center based on decision of Council of Ministers. Institutions created, administered or founded by religious groups are opened and closed by decision of Council of Ministers.

Private higher education

The law on higher education organizes higher education institutions are organized into:

  1. Public, higher education institutions,
  2. Private (non-public) higher education institutions

Private higher education institutions are defined as legal private entities whose activities can be for profit or not for profit.  Currently, there are 26 private higher education institutions operating in Albania. They are mainly funded by tuition fees. The new law on higher education says that private higher education might benefit from state budget only:

  1. From scholarships offered to students who decide to study in a private higher education institution
  2. From scientific research fund if the private institution is awarded a project dedicated to research.
