3.Funding in Education

Public, primary education and lower secondary schools and upper secondary schools provide their service free of charge. There exist also private institutions at all above mentioned levels of pre-university education which provide their service based on fees. Regarding public kindergartens, when those are full day kindergartens children pay for their meals based on tariffs imposed by local governance units.

Higher education institutions Funding sources include state budget, student tuition fees, income from services rendered or generated by third parties, donations, scientific activities, international projects, bilateral or multilateral agreements, funding from special funds.

In both public and private higher education institutions students that follow their lessons there pay fees. In public higher education institutions tuition fees are fixed by relevant Decisions of Council of Ministers. Universities are not restricted in the manner they use the tuition fees. Tuition fees constitute a significant part of higher education institutions funding.
